I don't know, I don't have the Steam version I have the CD-version but I don't think this is included in the Steam version. Also I haven't tested this patch ingame yet but I have viewed the bink files (resolution is 1600x704 for cutscenes like changing planets and 1600x1216 for cutscenes that are dialogues).
Also your monitor need to support these resolutions otherwise the bink player will go to the default resolution.(source: filefront) (640x480 I think)

Yes. It only replaces files - it doesn't mod the game at all.
