Unlike in the old days there have been a few warfare leaks and most of the staticmeshes and textures from the project come with ut2004 already as it was from a discarded phase of its developement. However a fully fledged mod can be made using the other resources, even the early ue3 stuff as inspiration/additional location but remade using mostly the old content.

If anyone's interested about this and brinding it back, please contact me as I can point to all the resources/things needed to be done. I am not really into UT2004 modding however this offers excellent opportunity and I have done two of warfare map conversions for U2XMP already, you can find them in my addon list.

UE3 era stuff:

the movies here are mostly unreal warfare despite it being titled unreal 2 erroniously, the three part video is the gdc 2001 demonstration
Unreal.pl
Unreal.pl
part of the uc video also shows warfare iirc

While the warfare game wasn't that great and in the leaked demo build is quite buggy, it can be used as a basis for a great ut2004 mod especially if most staticmeshes don't even need to be converted for that game as it already has them and they mostly changed just in name.

Huh, didn't notice this article the entire it has been up (edit: that is a lie, I saw this in the unreal 2 engine page then totally forgot about it).

I'm interested in at least documenting what exists into a semi playable game, or gamemode, similar to the far cry beta restoration project.
