What interface are you refer to? If you refer to UI then yes, if you refer to the sprite interface then yes it is too
Hey, I copied the file into the mod folder, but when I open the game, it does not give me the option to select it. Pls help
Make sure first you have Hearts of Darkness DLC
It happens the same to me, and I have installated the DLC, it's possible that I need another way to install it? My Victoria II seems that it doesn't recognises .RARs.

How do i clean cache?
If you have the previous version, opens it savegame folder in document/paradox interactive/victoria ii/Ultimate Ultimatum and delete the gfx, logs and map folder

Its normal, Ultimate mod has more or less accurate population numbers for each start date, you can always decrease it in the custom decision
the cache of mine is almost a gigabyte lol
