"TEC Rebel won't be allied with neutrals and pirates" - I don't like it, why take away from the rebels that the desired opportunity? !!
Well, it was a hard decision. Unfortunately, there is no modifier to make them allied solely with Pirates and stay hostile with others. Tech R got much cheaper pirate awarding instead.
I had to do that as:
1. Some planets are hardly defended by militia forces (seems if they are colonized, AI doesn't touch them)
2. Some alien invasions can be added in the future - everyone should be affected :)

Why do some planet say "Cannot colonize due to strong bombardment radiation" even at the start of a game? I've researched Radioactive Environment as well...
The idea is to make colonization more gradual
