Seems like it. I've gotten it twice with this update so far.
Oh dear lord, that's what plagued this the most and half the time it was unplayable.
Can you upload the log file in Documents\My Games\Ironclad Games\Sins of a Solar Empire Rebellion\Debug? Mediafire, Dropbox, Pastebin, it doesn't matter; the problem can't be fixed if we don't know what's causing it.
I've created a thread in the Feedback section of the ModDB profile's forums. If you're having any issues with the game, follow the instructions and I'll try to figure out what's wrong.
I can't find a debug folder there.
Yeah, sorry, my fault; I always use the Dev version of Rebellion and it auto-generates it. If you expand the file description it'll take you to the forum thread that will explain how to generate it.
