A mod that adds two spells (Sold in discount store of Imp market) PermaFried and Heal minor wounds
(didn't change the name) and a robe in the Knights house near Cheydinhal.
Spells:

PermaFried (Costs 0) - Basically, it drains the enemy of all his stats by 1000 for 440 seconds,
making them drop to the ground instantly.
Heal Minor Wounds (Costs 0) - Heals Health, Magicka, and Fatigue by 1000 for 440 seconds.

God's Fallen Robe - Water Walking,Water Breathing,
and Reflects damage and spells by 10000% so basically if they hit you once, they are dead...Instantly.

Copy the PhillsCheats.esp to "C:...OblivionData" and then load oblivion, click on "Data Files" then find
PhillsCheats.esp and click the box so its "X" out.
