This mod removes the flickering effect from lights (candles, torches, etc). It doesn't really degrade image quality, and improves performance some, especially where there are multiple light sources. It also makes torches much brighter.
Removes the flickering effect from light sources, which can or usually does improve your fps. Certain systems will see no gain, but most should. Also modifies the default torch to give off more light which is a must when using either darker nights or darker dungeons. The torch has quite an unrealistic brightness distance but it is not completely overdone, just made to be more effective when wandering the dark wilderness.
Also uploaded is an infinite burning torch version. The endless burning value was done by simply setting the "Time" property of the torch to -1 from the default 1000. I assume this will make it burn forever, and has done so from my play testing. The only flaw I've noticed from doing this is if you save your game with the mod enabled, then disable it and reload your game - your torch will instantly burn out causing you to go find another one. Hardly a big deal unless you for some odd reason save and reload repeatedly while enabling and disabling this mod.
This work is based off from "No more flickering" so all credit goes to imperator_99. I'm no modder, so I only know and stick with the basic stuff. I simply used his mod as a base and tweaked the default torch to be more usable in dark environments as he had left it on it's default settings. Normally the brighter torches mods are incompatible with the two already released no flickering lights mods available.
If you're wondering why I chose to use no more flickering instead of the other no lights flicker mod which is newer, it's because this was released as an .esp and the newer one is an .esm. The problem with that is the Unofficial Oblivion patch conflicts with it but you cannot load an .esm after an .esp, so the changes to the lights are always overwritten with UOP.
So I thought I'd simply combine no more flickering with a torch customization for personal use and now I'm releasing this tweak publically. I basically just changed the torche's coloring, fade distance and radius trying not to overdo it's brightness yet making it vivid enough to be useful in overly shadowed world areas.
1. Extract NoFlicker_BrightTorch.esp to ...OblivionData
2. Start Oblivion Launcher or OBMM and place a checkmark beside NoFlicker_BrightTorch.esp.

Far as I know, there should only be incompatibilities with other mods which mess with light sources. I'm not entirely sure so you might want to test it with mods such as "Real lights".
No idea about Shivering Isles either as I do not own it. It might add new light sources to the game which contain flickering by default, that I do not know. If it does, just load up the construction set and go through the lights in the object window under world objects. You'll have to edit each one to see if flickering is enabled and just disable it before saving.
Known Issues or Bugs
Not so much of a bug as it is more of a personal issue. But I'm not a fan of how the light of the torch appears on walls of certain dungeons. If you're using darker dungeons you'll notice the beautiful ambience which is created through the dim atmosphere of caves and such, but with the torch equipped the area becomes brownish-orange which completely changes the feel. I'd prefer more of a darker colored flashlight look (which is possible) but of course that would not be fitting for the gameworld. Nor would it even be remotely realistic coming from a burning torch.
