You Must Install With Installed Cleo 4 + Clean Gta San Andreas....
It should install cleo 3 for you, and clean SA is a standard thing.
I have clean game but I don´t have cleo, that wasn´t in the readme or video. Thanks I will try it.

Off hand though make sure you run the correct steps at the beginning during the map cleaning. Could be that.
