Libcirc win binary v1.2 file

Version 1.2 of Liberation Circuit: Rogue A.I. Simulator (an RTS/programming game which can be played as an RTS but also lets you code AI for your units)

To play: unzip somewhere and run LibCirc.exe. Edit init.txt for options like resolution, sound volume etc.
