Russia was already very broken and on top of it you buffets more. Colonial emigration was already very well. And please correct the bug that many uncivilized territories have with 1 life rating. I suppose (from what I noticed in the files) that it is because of the name that it is not well assigned. the type of terrain is bug. A workaround is to put in some uncivilized nations.
I do agree that Slavia was a bit too OP and i think this is the version where siberian goldmines got like 1m+ pops. And the problem with provinces having 1-3LR is that i didnt have a line break at the end of the file. Should be fixed in newest version
