Version 1.1 of the HPM+ mod. Biggest update is the ability for a non-European nation to "Declare an Interest in Africa", giving them the access to the Berlin Conference CB's, decisions, and events.

There´s a bug with the max. national focus points. I have researched ideological thought but I didn´t get the second focus point.
