This is one of those few hundred weird as hell Half-Life releases. This one in particular is interesting due to the inclusion of a standalone Team Fortress Classic client that actually could be updated (perhaps you can update it to be the same GoldSrc engine as 1.1.1.0). There's also a GOTY HTML advert with some alpha shots and of course a copy of Day One. Inside the TFC folder you can also find some interesting stuff like HTML generated scoreboards and so on. Well that CD and this one I both got off eBay. However, unlike that Add-ons CD, this was an official release from Valve/Sierra. So yes, this was somehow sold in stores. I don't know how Valve got away with selling half a game and a mod in a big box, but stranger game releases have happened (like the Doom Screensaver box).

No, it's a DRM free version of HL. Even if you add it as a custom game, problems tend to emerge from no where with DRM-free versions of Half-Life. I'm guessing Valve has something to do with it...
