I dont think there IS an importer. I always imported scm files directly into rune through the main script uc files via umake with a prefix like this at the header:

#exec SKELETAL IMPORT NAME=mac FILE=.\mac.scm
#exec SKELETAL ORIGIN NAME=mac X=0 Y=0 Z=0 Pitch=0 Yaw=0 Roll=0
#exec SKELETAL IMPORT NAME=macattack FILE=.\macattackb.scm
#exec SKELETAL ORIGIN NAME=macattack X=0 Y=0 Z=-4 Pitch=0 Yaw=-64 Roll=-64
#exec TEXTURE IMPORT NAME=mac_blood FILE=.\mac_blood.bmp FLAGS=2
#exec TEXTURE IMPORT NAME=macMaterial01 FILE=.\macMaterial01.bmp FLAGS=2

can then save as a ums or .u file
