Flooded fort ruins located near the Topal Bay.
The key to the door was hidden away many years ago to keep the Vampires that dwell inside from reaching the outer world again.
If you are diligent in your search you should have no trouble finding it.

There is some swimming involved but not nearly as much as when I first started.
If you look for it there is a chest with a water breathing potion in it. I placed a couple of them inside the ruins, and on the outside of the ruins.
