To install this mod you need to go to the install directory of your Victoria 2, then you need to drag the two files inside the zip file inside the folder usually located here:

C:\Program Files (x86)\Steam\steamapps\common\Victoria 2\mod

After dragging the two files inside this folder you should be able to select the mod in the launcher when you start Victoria 2.
