How so, do you have no other mods enabled when starting up the game? Did you extract the files into the Victoria 2 mod folder/

Just as a heads up, Spanish Micronesia still exists, right below Japan. Also, would it be possible to give the Great Power fillers an immigration malice? Each game I see at least one of them getting migrants somehow.

Are thinking about making this HPM compatible? Would be really fun if that is possible.
It would be a great idea, but it is hard for me to go back and make it compatible since I already developed it so much; and I do like to have it as a stand alone mod as well.
