1. Declare Independence.
This decision helps a satellite to gain independence without declaring war to it's liege, which is probably impossible in 99% of cases for either player or AI and AI never does it. It can be made by both player and AI (the lower relations, the more likely). This decision gives independence to a satellite. A liege gets a possibility to recognize it's former satellite independence. In case when he refuses, great powers will recognize or not recognize. In case when the majority of them don't, the former satellite either becomes satellite again or stays independent, but all great powers gains cut down to size casus belli against it, and it's former liege gains make puppet casus belli against it.

History: Russia has friendly relations with Montenegro and financed this country, so I decided to move it to Russian sphere of influence.

History: Despite the successful (not without Russian diplomacy aid) national-liberation revolution in 1815, Serbia only becomes a satellite from a state, not an independent nation. But Serbia still hated Turkey and built friendly relationships with Russia.
1. Removed duplicated unique decision "Form Yugoslavia". Only common for cultural unions is now available.
Yugoslavia has two same decisions to be formed: from unique decision, which is probably must be cut by the developer, because has no localization, and the common decision for cultural unions, which has localization. Unique decision also has very unoptimized conditions, which don't fit the screen, instead as common.

Decision "Unite Wallachia and Moldavia" redone to allow this countries unite without gaining independence, but Turkey still may hinder them by declaring war and restoring the independence of both Wallachia and Moldavia from Romania, but not from itself.
History: Both Wallachia and Moldavia has parliaments, called "Divans", which even elects the life head of state, called "Hospodar". They both also hated Turkey, dreaming about independence. Russian army was standing in both of them, and Russian generals had great influence on their politics.

History: Russia and Turkey were enemies in XIX century and both had a lot of wars in that century and previous. In game they may not have even one war during the whole scenario.
This version has a bug: if one country makes decision "Declare Independence", and country's former liege choose option "Recognize", the decision will never be available for every other country, because global flag isn't clearing by this option. Sorry! That bug will be fixed soon.
