This is not a full version. The changes includes some small changes to the French Revolution events, canals appearing on the map, small changes to China, Hanover siding with Austria in the brother's wars, and some changes to african, indian and chinese liferating to hopefully make the economic effects of colonizing Africa be less drastic, although still significant.
1.13 changelog:
made the paris comune event have less convoluted and hard to get requirements
made hanover get added to the austrian sphere after queen victoria marries
the lowlands and loire now start with an artillery factory, to make artillery a bit more available early game
tula, kiev and saint peterburg now start with some craftsmen, the first two producing military goods and the latter making clippers and lumber goods. this is a historical thing, but hopefully it helps russia be a bit more self sufficient in military goods. st peterburg also has a lot more intellectuals to start off, although the total number of intellectuals in the whole country remains the same. this is to further represent how it was the most well developed russian city
slight rgo changes
nerfed the mobilization size bonus from serfdom a little further
added a starting factory and 1000 craftsmen to two sicilies, since they were quite industrialized compared to other italian states. this should help kickstart their early industry

the ''enslave the now free'' decision also makes slave states in your entire country
changed some china events and decisions effects, fixing a b&i issue and making it so that they do a bit better in westernizing
liferating changes in sub-saharan africa, china and india to lower agricultural overproduction a bit in the 1880-1900 period
changes to french language schooling requirements to fit what it was in the 1.10 version but without bloat
changed the whole louis napoleon thing to be less forceful. now you get more of a choice in case you want to be a republic
made it so that you no longer need to be at war with a country to justify the new install government cbs
