how to install it???and how work it

yeah i dont understand the installing either on win7

it doesnt work, have 1.09, first installed manual in C:\....\mods, didnt work, second with desura, didnt work. CNC 3 start normal but no changes.
Some other mods have same problem, but most mods work. Can someone help me?
... Need more information, operating system and type of C&C3 install (etc CD, steam).
ok I installed it with desura and nothing is working. please advise on how to fix thank you! its steam version by the way.
