Campaign Rules Mod file

This is a simple file showing the directory structure needed for a mod to modify the single player campaign. Includes a FARK, flying high speed builder that gives massive resources - VERY cheating. I also includes the ResourceRich mod put out by GPG. This has been tested not to conflict with the existing campaign balance changes and to not cause issues in MP.
