At Least +3 Attribute Modifiers file

This mod from Simbacca guarantees at least a +3 multiplier at level up for each attribute with at least a single corresponding skill increase since last level up. You can still earn +4 and +5 attribute modifiers by gaining enough skill increases by level up.

How to Use
Same level up screen that came with the game. If you gain 1 skill up in the Willpower skills before level up, your Willpower attribute modifier will be +3.

If you gain 6 skill ups in the Willpower skills before level up, your Willpower attribute modifier will still be +3. Gain any more more than 6 skill ups, and you would earn +4 or possibly +5 Willpower at level up.
Purpose
For anyone who never wants to get +0, +1, and +2 modifiers.

Installation
Put the esp file in your OblivionData folder and then activate it on your Oblivion Launcher menu under "Data Files".
