Did you even try it? I tested it and weapons were half the degraded condition than vanilla (25% than 50%) upon being dropped. Ammo, at least for rifles, was also reduced.
EDIT: Did you mean without any weapon addon for the base mod? I spoke to a friend and said weapon addons tend to increase the weapon condition for dropped weapons.
Ah gotcha. Still, a weapon at 25% condition is more likely to jam than a weapon at 50%, at least I believe so, and weapon repair kits are more important. Also, unless the trader scripts are modified/replaced, merchants won't buy weapons below 70%.
Honestly, few stalkers would be dumb enough to walk around with a jam-o-matic, so weapon drops realistically are going to be above 70% condition for most but the rookiest of bandits. There should be a better way to balance the game.
True. Heck, it would be great if weapons held by NPCs would degrade over-time and they would have to go to a mechanic or use repair kits (excluding zombified stalkers of course).
Would be nice to find a way to make it balance better, but frankly selling guns is way too easy to make money off, I dont mind the lack of realism in this regard because I can just say "it got damaged during the fight" to myself, plus when I find badly damaged guns I want to use, I try and repair them using kits.
Realistically speaking, if people keep killing each other and selling their weapons, supply would increase far beyond demand and traders would probably give very little money for even a very good condition AK74. By comparison, ammunition which is always high in demand would be very expensive because it is used up. Stalkers would go around carrying one or two mags at most because of this, and traders would only have a few boxes to sell. Getting a steady supply of ammunition into the Zone is harder than the occasional weapon.
Exotic weapons would be worth something, and exotic ammo would be worth its weight in gold. Expect specialized roaming traders here.
Just a few thoughts. I won't claim to have the one and only answer here.

It was a joke. But practically, 25% isn't any different from 50% if you're just trying to get weapons sold to someone.
