How to use:

This can merge all your mod folders, or just 2 specific mod folders. The command line options will tell you how to do this.

The baseline folder is filled with LTX files from stalker anomaly, but it is not exclusive to anomaly. Simply delete the contents of the baseline folder and replace with the config folder of whatever game you are patching.
