SEVA and Knife Fix (1.5.1) addon

Simple fix that adds missing armor class to most SEVA and NBC suits, as well as shuffles around knife stats to better fit their descriptions and tier. Details are included in the readme. Want to use other outfit or ammo mods but also use this fix? Use Winmerge to copy my changes onto the other mods files. It doesn't take long and has nearly infinite compatibility!
