Аддон Feel_Fried работает только с включенным пунктом «Анимации использования предметов», а этот скрипт это исправляет.

The Feel_Fried addon works only with the item "Animations for using items" enabled, my script fixes this, that is, you can disable the item "Animations for using items" and the animations will still work, this script only so that animations only from Feel_Fried work, and the game have been disabled.

Think he is saying that the Animations mod made by Feel_Fried Moddb.com will still work when you disable animations in settings (So vanilla animations will stop, but the modded animations will continue to work)

В общем, это отключает анимации использования инструментов, ремонта, крафта, но оставляет анимации еды и медицины? Если да, то надо попробовать

This mod breaks the game and causes a CTD. I think it needs an update as there are several differences between this script and FDDA script. I would do it but have no idea about using Winmerge.

You can change the FDDA manually in the same script. The line (#68 in latest FDDA addon) where is says "enable_animations" change the right hand side of equal to "true" (without quotes).
