i assume you already have F.E.A.R if you have downloaded this file.

to put this file in the right place is easy if you follow these instructions,

simply right click and copy the archive file that came with these instructions, click (start, my computer, local disk (c:), program files, sierra, FEAR, shortcut to user directory, custom, additional content),
once in additional content right click anywhere blank and select paste,
you will now be able to host your server and run the map.
