those 2 models with they're animations, they're not made by me, they have animations and a retexture could make them look better, but im not going to use them in my mod...maybe, enjoy!

How did you get them to function in standard Half-Life 1? I placed them in my models folder and they did not work.
it should work, i ussualy use them for xash3d, but i just don't see why they doesn't work as they should to you, i will try to find the problem, maybe it's just a bad postion of the model in vhe so when you start the map you can't see it

Because in Half-Life the health and HEV chargers are NOT models, they are MAP BRUSHES with textures on them.
You will need to properly code an entity that uses these models and animates with them. Look into the scientist's healing code for an example of perhaps how to code certain aspects of it.
Yeah this model is for mappers, I 'm pretty sure that in youtube you can find some tutorials about this
