GTA SA Neptune Victory skin D-Clip position fix addon

For some reason, the original skin had her D-Clips set on her foots. Since I just started making skins on GTA SA, I fixed their position as a practice and now she looks much better :D
Credit goes to the original creator "Speechless..A (无语。。A)", I just fixed that small error.
