Full readme in the download, we'll see how many downloads this (almost certainly) final update will have, but with more than 200 of previous ones, I'd say it's not bad for an upscale pack for the unofficial addon to a 25 years+ old game :)
Version 3.2 - changelog and recommendations in rewritten txt file - These are skins for Citadel (I've used some by ShadowArm a.k.a. Bittermans with permission, and some are upscaled with Gimp with some custom paintjob), and now somewhat modified by me to be consistent with Citadel recoloring style. Check out recommendation section too. Tested on KMQuake2.

INSTALLATION:
Contents of the zip file should go to Citadel folder. You might use it in other Q2 engines than KMQuake2, for this you might need to change file extension from pk3 to other that your engine supports (for example Yamagi uses .zip extension).
Follow recommendations inside text file. From my experience in KMQ2 the game will use texture packs in alphabetical order so add some Z letter(s) to the beginning of the file name if you want to test specific pack from recommendations so that said pack load last to be visible.

Expect an update within 48 hours. The new boss textures are not visible (at least not in KMQuake2, game uses vanilla textures instead) - I will rename them from custom1 and custompain1 to skin and pain.
But I'm not happy with them so I will use ShadowArm's one and I need time to recolor them both.
I would be glad if someone may test brain (visor) and soldier textures, I don't think I have saves with them right now.
And another, probably final update is in the works, with some monsters and weapon that I'm working on recolors currently, this week hopefully. I'm consulting Andrea Rosa so I should have all the info now :)
And one more update should be on it's way this week - a bit of upscaled textures on computers, but also as a compatibility patch for those who use other upscaled packs, so that Citadel computers were used instead of vanilla upscaled from other packs (which are sometimes misaligned).
The final update has been uploaded, have been waiting a long time with this, but finally got to work on it a tiny bit more and to release it.
