These altaernative textures were originaly intended to be used in the mod but were scrapped because of simularities with the russian uniform colors. Installation: simply place the bigfile in your generals zerohour folder with ROTR and to uninstall remove the bigfile

Will this overwrite existing skins?
More or less yea alto by removing the big file you can restore the original textures.

Oddly enough, it didn't replace my burton/seal tactical suit texture.

I doubt it, since these skins are just just scrapped textures, not actually he is making new skins.
It will not replace it anyway, because files in Art/Textures folder have higher priority. Remove your old skins from that folder, and all will work.
Unfortunately, it doesn't apply to the TOWvee gunner, though it applies when he goes flying out of the vehicle, though.
