Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
This is the navy map pack that contains the navy maps for those who still wish to play with navy units in later versions of ROTR.

That was dumb move . RTS could finally stop skip or discriminate navy . That is so annoying that there are few games with good navy .

There were a lot of engine problems with SAGE, since it was never really designed for naval strategy. Plus, the devs wanted to focus more on the rest of the mod's content to hurry the release.
Makes sense to me, instead of forcing gameplay that wasn't really meant for the game they focus on the stuff that really matters.
I'm sad but hell, this isn't red alert 3.
Maybe after they finish version 2.0 they could work on the naval gameplay if they decide to.
my machine was well capable (as i expect most of our machines are these days) but on the navy maps everything just "stuttered" and lagged - remember messaging hunter about it back when the navy maps first appeared (was it 1.7 or 1.8?) but he said it was an AI pathfinding issue, and that basically (as you said, because of the SAGE engine being what it was) nothing could be done.
but i will DL this pack - why not? will give the maps a "go" or two,
i'll just plan a 1vs1 game and hit the road/water quickly with just a couple of small platoons - that way hoping to keep the lag/stutter thing to a minimum

they joked on us, this is an april fools joke, the navy not cancelled.
They announced the navy's cancellation two months ago, so no, it is not an April Fool's joke. See the bottom of the February 19th news announcement.

Can they script a small number of maps that are specifically designed to handle the navy or is it impossible ?
For me it works but the AI do not build anything. Is there a fix for this kind of problem?
The AI was never adapted to use Navy and due to Navy being cancelled it never will. Deal with it or play vs. your friends online.
The Idea is .... Make 2 islands and the only way to attack other bases is using Air units and amphibious Units like BMP-2
Correction, it's BMP-3 which is called Mauler in 1.87.

I'm annoyed that the SAGE Engine wasn't able to sustain naval combat effectively. I hope the next update sees them adjusting and optimising the graphics engine to better cope with the taxing stress.
