If things still sound awful, will probably do another pass with different software.
Add to \DATA\AUDIO from Freelancer's Root Folder. A Crude but earnest attempt at restoring the available voices using Descript (Much thanks to you!)
Since .wav files are simply called on queue with the scenes, I was able to throw these files in Descript (Much thanks to you!). Their studio filter alone was able to greatly upgrade the sound without any other real effort. This took all day and was tedious, however with over 500 audio's changed, I present this to all who still enjoy this game to this day.
Installation is simple!
Replace DIALOGUE in Freelancer/DATA/AUDIO/DIALOGUE
Backup at your own leisure.
Known quirks (problems?)
Even though I have done meticulous work in order to prevent it, there are still moments of audio cut off. The software also stops doing it's magic on very whispery quiet bits, so you may pick that up too. I did my best to compensate by using varying percentages of the filter down to around 50%
LI_DIPLOMT has become a bit southern. I've got nothing more to add. Just thought it was funny.
Radiant quest dialogue appears untouched. I have not yet identified the location of these audio's, nor a method to modify them. So for now they're still unchanged.
I'm surprised no one commented yet. I think its much better compared to the original audios. If the issues with some cut audio were fixed, it would be a great addition to Freelancer HD.
Thanks for the comment! Yeah, it's a bit annoying for me to encounter them. It's going to take a while since I'm basically hunting and pecking for these voice lines, but I will get there with time. I just have to cross reference and find out which characters need to be focused on.
I'm also running a playthrough of the game during the process and seeing how they match up with original cutscenes. (Still have not found a method to replacing radiant quest dialogue yet either lol)
With HD Textures and HD music now even HD dialogs! Thank you so much man. Freelancer will always have place in my <3.

Thanks very much for the comment! I'm playing through the game myself to find issues and can already tell I'll need to do another good update.
The voices that almost go back to it's original quality cannot be fixed by this software, so I'll have to get my hands dirty if I wanna do this mod good
