The possible classes will be available for the first person who applies for 1 of the Main classes. E.g. If you apply for Imperial trooper you will get the position of Commander. If you apply for Imperial Pilot you will get the position of Squadron Leader. After the position has been taken, the next 3 people to choose the same class will join his/her squad. After that there will be another position available for Commander/Leader/Captain. However there is an exception for Sith Jedi Master.
There will be 1 Sith Jedi to 1 Sith Jedi Master.
Also Jedi's aren't always the best!
Anyway, there may also be special classes and positions available for good work and determination on the battlefield. E.g. Fleet Commander, Armoured vehicle Commander, Platoon/Infantry Commander, etc.

Yeah it does. But that requires intense training, determination and skill. Also you can't just jump straight to spec-ops. You have to go through one of the main clases first. Then Join a spec-ops elite sniper/commander/demolition expert/engineer etc. :D
