Well it seems our mod has made a tiny little splash in the modding scene finding some long awaited news. An email sent by Riley our playtest lead and Xendrid and my partner in PR, has lead valve to rethink the Source SDK’s limited availability. According to TF2 developer Robin Walker
Robin wrote: We are in the process of getting [the SDK's together]. It’s a bit messy because we have multiple versions of the SDK, and there’s some dependencies we need to shake out. But yes, the gist of it is that we’re just going to go ahead and make the Source SDK freely available.
Were they already planning to do this? Has it been on the back burner for a while now? We may never know, but I'm sure we aren't the only source developers happy to hear this news. No more confusing conversations attempting to explain to new players how your game is free, but you need to buy one of these other games first to play...

That's a really interesting news and that means Portal 2 was probably the last Game made by valve on source...
This conclusion does not make any sense at all.

Source SDK is already free...?
Free for those who bought any of source engine games. Though i heard source sdk base 2006 is free too now, but 2007 is not and thats what most mods are based of today.
SDK 2006 became free with the release of TF2 for free I believe.
so you can play mods without owning a source game ?
I think you still need some source sdk base to play mod.

Well source sdk released for free without sdk wouldn't make alot of sense. Because if you don't have any games you don't have what to map for and if source sdk base is not aviable too you don't have any use for source sdk at all unless you purchased any games.
Free version of TF2 and a load of other mods are available to map for; you have full rein to create your own mod as well as long as it doesn't use any restricted content like CSS
