So is there a lore precedent here or is this just pure gameplay? Because C&C References are fun and all, but I'd also not be surprised if there was such a thing in 40k
Little of both. It's mostly a play on cypher just deus ex machina about the place and fun coding challenge, but in 30K times there were definitely time manipulation devices.
deathtrooper900 just to pitch in Fuggles' post, there are time orbs in 40k that work in a similar way.
Most notably by the Ordo Chronos branch of the Inquisition and in a more recent example, by the Primaris Judiciars.
Now about Cypher himself, indeed is more because of his renegade/shadowy character.

Si instalaste el Unification Mod correctamente, en multiplayer o partida personalizada simplemente lo escoges del listado de facciones. Si te refieres a la campaña, tienes que bajarte el addon de campaña del Unification Mod (aunque algo leí de que actualmente hay un bug de ellos en la campaña, pero no tengo certeza, no los he usado).
