Looks cool. I like the static, gives it more character than just a screen, though you may want to randomize it more if you use this, or make the static bursts farther apart, it kinda gets in the way of reading the briefing.
As good as it looks, the static only covering the non-circuitry bits makes it look a bit odd. And as said, the static does get in the way of reading. Perhaps stylizing the static and having it occupy select locations of the screen would help (implying light file corruption or interference rather than all-out video static).
Otherwise, I really enjoy the screen. It's quite readable and the background is very detailed.

As an FMV, complete with sounds, music, a voiceover and more animations.
Aaaaah, now that's a smart idea. ;o
You should probably make it super-long, though, Since the FMVs can be skipped. After a while a text will appear that says "Press ESC Key to continue."
This way, everyone can read at their own pace.
Edit: You did say voiceover, so maybe not...
Think of file-sizes. FMV's are huge.

Maybe with the Launcher you can add a button to separately download the FMV's, so that way people don't have to download and wait for them...
That will indeed be the case, but never-the-less, I'd still like to keep file-sizes small.

I noticed at least two typos there. Also, it could be abit more poetic and less anger-fulled for a NOD text. NOD never directly insulted their enemies nor used "subhuman" type of propaganda war aganist the GDI or their remnants.
Well, this is an alternate reality where Nod won the first war in Tiberian Dawn.
It's possible that wining the war made them less humble, like losing it did the opposite for them in TS.
Minor gripe, I believe the word is "piqued" not peeked.
