I added some actual dock arms to the shipyard bays, and added shipyard bays to a Pirate Base station type. These two stations, in addition to the Naval Station will serve as the model types providing 'loadout' services throughout the cluster. Only when docking to one of these kinds of stations will a player be able to access any 'loadout' or ship fitting services.
The player will actually dock on the arm in the bay, and from there can access the 'ship fitter' screen. Lights will illuminate the ship while in the bay. If you mount any external weapons you can actually see them becoming attached to the exterior of the ship. Check out the gallery for more screen shots.
