All armed GDI ground units (well, exept for the Juggernaught) now spawn a Pilot when destroyed.
These Pilots are unarmed and badly armored, but they keep the veterancy level of their old units. If you manage to get them into one of your other vehicles, they will add both veterancys together.
How did you do that?
hmm, code from good old Generals I sense.
Sadly, the old Generals code has some bugs, so Bibber and Golan came up with another solution. It's a special abbility now, with has the added bonus that you can put them into transports & APCs without problems.

And what of the Nod? I find it a little unfair that GDI already with tougher units, also gets 4 support powers delivering veterans to the field, and then with TWAdvanced mod they also get pilots to transfer/increase veterancy, while in Tiberium Essence mod they instead get another support power adding veterancy within a radius making them potentially even tougher still.
