Well, the balance will be pretty epic and lore-accurate ;-)
Well it will make it harder for certain settlements to fall. (Minas Morgul, Minas Tirith, etc.)
My personal favorite it Minas Tirith =)

You don't have to man all seven. If you can man two or three and then execute relatively clean tactical retreats up the levels, you would be able to hold Minas Tirith against a pretty massive force. ;)
id prefer a more cinematic panic-filled rout to a tactical retreat XD
I agree with Nuvendil, even if the enemy gets you down to like 50 men you can still hold out against 1,000, unless the creators of the mod invent flying Ringwraiths, then you're pretty much doomed!!
