Wouldn't it be a little unfair if the athenians have horsemen and the spartans don't (were they even used in Greek warfare?), or is this just some kind of scout?
He look pretty awesome though.

The Athenians did use cavalry to a somewhat limited degree yes. We're not making this stuff up ;)

Having cavalry won't instantly make Athens more powerful. Since all of Sparta's units use a spear of some sort, the cavalry would be and are extremely vulnerable to attack.
