We've calculated that on slow machines it may decrease your framerate with about 5 FPS. Personally I don't take a performance hit until I crank the rain density aaaaall the way up, way past what we've set it for in the actual game (this is not an in-game option, in the graphics settings you can only toggle it on or off). So have no fear :)
