That's the civilian version of the UMP
Which, just to clarify is known as the USC :) - It's a semi-automatic version of the UMP that could be owned by private citizens for sporting purposes.
Semi...automatic? That kinda stupid to make a semi-auto version of an automatic SMG.
So, in other words, it's like a UMP-sized pistol? That's kinda impractical. I didn't even know the USC existed, but if you say so...
Maybe you think it's impracticable, but ... H&K wouldn't develop a weapon that's no good. And even James Bond uses the USC (Casino Royale, last scene, at the lake).

I have to comment, though: semi-automatic is just fine. There is one - and only one - use for fully automatic fire, and that is suppressing or covering fire. If you're trying to take someone down and you don't shoot in bursts, the gun will hop and you'll waste time and ammo.
