Fighters are built from airfields and are controllable, ground attack and strategic bombers are sidebar powers that you buy and use. Note that they don't cost specific generals points, they are just unlocked at the relevant tech level.
There's three reasons for this:
1 - The old system had an exploit where players could stack up unlimited numbers of ground attack aircraft and unleash them in one go.
2 - The control of GAA was hard for noobs and greatly increased micro load.
3 - This system looks really cool.
I agree with the system thats proposed, but surely there should be concessions. For example, as Woozle pointed out IL-2s could fit that very well and every faction could have contemporaries for it too. Theres no need to lock EVERY single Attacker behind that system, especially gun related ones.
I could see, Ju-87s/IL-2s/P-51s with Rockets/Bombs buildable and controllable from an airfield, ALONGSIDE Air to Air craft and with more heavier, Faster options relegated to the support ability system.
I hope you think it through, because being able to hit specific targets is pretty damned important and aircraft always gave that option as long as they were able to be directly controlled.
Ground commanders had little control over ground attack aircraft and they were pretty inaccurate. Check the post war analysis of kill rates for tanks to GAA. It's pitiful. If anything the effectiveness of ground attack in Blitz is overplayed for cinematics!
It's also less micro-intensive to use this system and we are trying to keep the skill ceiling low for this release. It was getting out of hand, especially on the internal builds post R3. This is one of several areas where the gameplay is intentionally simplified.
It's not set in stone though. I agree that the Il-2 in particular is a bit of a special case. Overall getting that feel right is part of gameplay testing and can be reviewed during beta.

It's not nearly as accurate to how ground attack aircraft actually worked though or as fun, I loved ordering Il-2s to strafe specific targets

Probably some time in Q3 of this year, possibly some beta testing sooner.
