Description
A strat map had been reworced to become more TES look like and more realistic. Some regions had been shuffled.
All I want is to be able to upgrade my settlements.
Perhaps some villages will be able to be upgraded, but most settlements probably won't be. Otherwise you'll get duplicates of the edited cities.
