In this modification for Rome: Total War, the whole world will be open to you and your historically accurate (and occasionally historically extrapolated) armies. Play as one of twenty-one of the world's greatest civilisations, from the Inca in the Americas to the Romans in Europe, and the Indians, Chinese and Japanese in the East. But you will not simply control these forces in a technologically static campaign, you will guide them through the Iron Age, to the Gunpowder Age and into the Industrial revolution.

Vikings (or at least viking units) are a very good idea, and one which has been considered. They are sitll a possibilty.
I think you should add the Vikings as a faction in this mod.
If you need reasons to do so here are but a few:
In the period 900 AD - 1100 AD they were the most powerfull of all cultures, setteling in most parts of europe including Normandy, Finland, The British Isles, Iceland, Northern Germany and The Netherlands.
They were the first people to reach the north american continent.
They setteled in Greenland wich is still owned bt their Danish Decendants.
They were feared and respected for their abilities on the battlefield wich was far superior to any other nations in recorded history.
Their culture has left an imprint on almost all north european societies.
And if you want some unit suggetions you could use Berserkers, Axemen and Keel infantry for the early stages, and for the modern era i would suggest units like Swedish Arctic Commandos, Norwegian Alpine troops and Danish Frogmen and Hunters (these are of course special forces and regular infantry should of course be included)
I sincerely hope that you will considder my suggetion because I think this mod is a very good idea and believe it would be even better with the inclusion of the Vikings.
That has been attempted before, but it has been discovered that real-time sea battles are impossible.
Navies will appear (and battleships after the Industrial Age) as they do in Rome.
what exactly do you mean? couldnt you have two different planes, one sea and one ground, and treat the sea like as if it were ground (make it look like an ocean of course) and the ships as if they were ground units but appear to be in the sea? (which is technically ground, but painted with ocean textures)
What about the Zulu's or South Africans for Africa, the powerhouse of Africa, you could have Zulu Impi warriors and Boer Guerilla fighters, and many other tribes.
A question, how does one go about doing the whole modding thing for Rome Total War, i would love to create a Mod.

MaximoDecimoMeridio - Battleships will appear, but not in real-time battles, simply because the engine doesn't support sea battles.
The Spanish will be quite weak to start with, but by the Middle Ages and the Renaissance they will be a match for anyone in Europe.

Every faction, by the first release, will have gunpowder weapons, even those which did not historically. Certain factions (the Chinese Kingdoms for example) will have gunpowder technology sooner than the Europeans. Also, the cost of developing gunpowder units will vary between the factions: it will be extremely expensive for the American factions for example, and quite cheap for the Cupta, Chinese, Sassanids and Japanese.
There will also be tanks etc. in the appropriate time frame, though it will take a long time to get up to the point where you can build 'em, besides, they'll only be in the second last release.
So there will be guns an cannons .?
