Tec commanders should know from combat simulations that Kuat is guarded by an SSD. So there for failur will not be accepted
Sometimes the AI constantly attack it with tiny forces though, so by the time you mount an attack on Kuat the SSD is a level 10, which is a real pain in the ***.
Which is why you attack it first. My one rule is that scouting parties are the same thing as Sector Fleets
