To be used to deploy battle droids behind the protection of ground armor or droid support in secure conditions. Unarmed and without heavy armor, main role is to be used to transport droids, weapons and equipment.

I think he meant if the battle-droids themselves will be able to fire there E5's ;).
It's possible to make them be able to fire there E5's, but for now they will not.
