As the cold war with the Klingon Empire dragged on, without escalating into all out war, Starfleet found that there were situations where one ship could normally keep the peace.
Even in those situations though an extra show of force was sometimes necessary, and the most effective immediate deployment of force was through a Midway class carrier.
