I'm guessing that they are on certain maps and attack all ships that are not their own. If so, make sure you give them a capturing ship.
The Dominion Alliance will be another Invasion enemy that you can choose.
I like that too. Would you consider putting in random fleets of raider ships that spawn in places on the map that players can "see"? It could have it own gametype.
Stargazer has coded in what he calls "Keepers" that will defend a set radius around a point on a map, we have already added a Cube to the transwarp Hub map to defend one of the bigger resource pockets, so your idea may very well have been anticipated :)
