No these ships are pre-TOS. The aesthetic is very NX with a hint of what we'll see TOS.
It's one thing the re-boot got right.

Parts of the design like the saucer and impulse engines are inspired by the Kelvin and some of the other pre-1701 JJ Ships, but with more TOS/ENT Looking parts, like the Warp Engines.

Well some have theorized that there WAS a TOS Miranda. Maybe the space frame and basic design have more age than previously thought?

Will this mod have ships of the other founding members too? Like the Vulcan cruisers or Andorian ships? Or will it just be purely Starfleet vs KDF?
At this point most if not all member state defence fleets had been rolled into Starfleet and the Enterprise era ships decommissioned.
That's not to say some won't make an appearance.
Yeah I would think they would take the Vulcan D'Kyr type, as it has a fast warp speed and decent armament... Plus the Kumari type as it is a great vessel as well.
At this stage it's very early on to be saying a definite yes or no to such questions. At this stage in the canon Starfleet had taken over as the primary defence force of the Federation's worlds. Maybe each member world maintained its own domestic security forces, maybe some of these ships will make an appearance in one way or another (MAYBE), but Starfleet was well and truly established as the Federation's exploratory and military arm by the 2240s. And remember, the devs are sticklers for canon.
